Caesar was born to Julian and Emma on December 24, 1914 at 1012 Ave E N Saskatoon, at the home of Jules Verbeke his godparent one month after having escaped from war torn Belgium. The family was adopted by Father Sinnet and the Irish Colony on a home site near the Caseyville School, in the Leroy District, where Caesar took his early schooling. This was followed by high school, from 1928 to 1930, at Bedford Road Collegiate where he trained with the Saskatoon Light Infantry Cadet Corp, which ended with a crippling arm injury. After completing high school at Leroy High, Caesar earned a diploma from the College of Agriculture at the University of Saskatchewan.

Following his schooling Caesar started farming with his parents. He then married a local girl, Marie Harpauer, at St. Patrick's (Leroy) on October 15, 1941. Marie and Caesar were always a team, active in the community as trustees and secretaries of the church, school and a local farming and business boards. He was cochairman of the St. Thomas Moore U of S fund raising committee in 1953, chairman for Rural Electrification (South St. Gregor), chaired the Leroy Home and School association, president of Lanigan Superintendency Trustees Association, leader of Canada Seed Growers Association and was very active in the Knights of Columbus from 1953 on.

In 1969 Marie and Caesar sold part of the farm and moved their family to Saskatoon to facilitate the education of the eldest daughter Gloria. Anyone that had the pleasure of meeting Caesar soon learned to enjoy his quick wit, his knowledge and his humor. He will be sadly missed by his family.
