The daughter of Reuben and Tillie Briscoe, Joy was born in Saskatoon on February 6, 1922. She attended Bedford Road Collegiate and Saskatoon Normal School. While teaching at Blaine Lake, Joy met Albert Horner, a local farmer, and they were married in 1944. Over the next five years, five children were born. In 1958, Albert was elected MP for The Battlefords. These were the days before air travel to and from Ottawa so he was often gone for months at a time.
