Billy Leon Manshack was born February 2, 1962, in Lufkin, Texas to Sylvia Sue Manshack. He was raised by his mother and step-father, Lester Lavon Manshack. He attended elementary school in Lofton, Texas; later moving to Burkburnett, Texas where he graduated from Burkburnett High School in 1980. Billy worked for Laney Manufacturing Company as a welder for many years and was presently working for the Treadwell family, where he had worked for over fifteen years. He was united in marriage to Debra Ann (Birdine) Mitchell in Frederick, Oklahoma. He enjoyed fishing, hunting, welding, working on cars, as well as racing them.

On October 17, 2015, hundreds of Texomans gathered at the MPEC Ray Clymer Exhibit Hall Saturday morning for the 5th Annual Wichita Falls MDA Muscle Walk put on by the Red River Muscular Dystrophy Association. Daniel York, Executive Director of the Red River Muscular Dystrophy Association said finding a cure for the diseases is what encourages him to keep this walk because it raises money for MDA and for the research to try to find a cure for ALS.

He was born on April 19th, 1962 at Selfridge Air Force Base in Harrison Township, Michigan, to the late Bruce L. Meyer and the late June A. Meyer.
Rick was a great friend to everyone he met. He loved to have fun and laugh; in his spare time, he would read books and travel. He loved to fly drones and build electronics, and many knew him for his ability to fix anything.
